It's what all the cool presidents do these days. He's probably trying to get votes or something.

Really? The cool Presidents? The way I figure, Nixon, Ford, Carter, Reagan, Bush the Elder and Clinton all proposed this too. Perhaps he just thinks it's the Presidential thing to do.
